Hours: 29.2 hours a week (4 days). We can be flexible with specific working patterns, which will be discussed upon appointment in post.
Directly responsible to: Policy Manager
Working Pattern: Hybrid working with 2 days per week onsite, at the Office in Birmingham or at Scrutiny Panel locations
Location: Office of the West Midlands Police and Crime Commissioner, Lloyd House, Birmingham City Centre.

Community-led Scrutiny Panels are a crucial way in which the public supports the Police and Crime Commissioner to improve police practices.
The role of a Scrutiny Panel is for community members to inform the Police and Crime Commissioner of the impact, or potential impact, of the use of police powers or police tactics and how the actions of officers using these powers may affect community trust and confidence in the police.
The Office currently runs 13 Scrutiny Panels, which focus on stop and search and use of force, and the use of force and strip search within police custody suites. Two scrutiny panels are made up of children and young adults.
Over 70 Panels take place each year across the West Midlands, made up of 180-200 members of the public who volunteer their time.
This is an exciting new role to coordinate all aspects of Scrutiny Panels across the West Midlands, including organising and attending all Panels, ensuring their smooth running. You will be responsible for recruiting community members, developing processes that support Panels, and scheduling training for Panel members. You will ensure feedback from Panels is fed back to West Midlands Police, contributes to policy development, and that records of Panel meetings are publicly available.
This is an opportunity for an individual with experience of project coordination and community engagement, who is passionate about improving public trust and confidence in policing, and creating positive changes in police practice and police contact.
You will have:
- Excellent and demonstrable experience or knowledge of project management and/or coordination.
- Excellent and demonstrable experience of managing or coordinating volunteers, and an understanding of the processes and approach required when working with and recruiting volunteers.
- Excellent communication skills and be comfortable articulating yourself to a range of stakeholders, particularly members of the public and senior police representatives.
- Experience of proactively supporting and motivating others, and excellent interpersonal and relationship building skills, as you will be motivating and engaging volunteers.
- Experience of report writing, as you will be producing high quality reports quarterly, based on themes and trends emerging from Scrutiny Panels.
- The ability to work flexibly. Most Scrutiny Panels take place in the afternoon or evening, in police buildings and other venues across the West Midlands, so significant travel is required. You may be working later hours on days when Scrutiny Panels take place, in line with our Flexible Working Policy.
- Great proactivity, initiative and problem-solving skills.
The post sits within the Policing and Prevention Policy team. You will be working closely with experienced and knowledgeable staff, including a Stop and Search Training Supervisor who provides training for Panel members, and a Policy Officer who leads on the Fair and Effective Use of Police Powers policy portfolio.
