Team Manager: Allocations and Applications Project Team

Fixed Term for 23 months

Grade D - £45,091 – £53,460 Consultation grade - subject to formal evaluation under the Pay Equity Review

Working 36.5 hours per week

Birmingham City Council are looking for an experienced and driven manager to lead the Applications and Allocations function within a dedicated project team. This is a high-impact role where you will play a central part in delivering critical transformation across the Housing Solutions and Support Service.

You will support the delivery of major strategic programmes, including the Housing Allocations Policy Review and the implementation of a new Choice Based Lettings (CBL) IT system. These programmes are fundamental to improving the fairness, transparency and efficiency of housing allocations, while helping the Council respond to increasing demand and complex housing needs.

This role is specifically designed to provide dedicated capacity to lead and coordinate key project activity, ensuring successful delivery without impacting frontline services. You will help shape how housing allocations operate in the future, supporting faster decision-making, improved access to housing, and better outcomes for citizens.

What you will be doing

In this project-focused leadership role, you will:

  • Lead the coordination and delivery of key transformation projects within Applications and Allocations
  • Oversee project management activity, including planning, reporting, and delivery tracking across workstreams
  • Manage risk, issues, and dependencies to ensure projects are delivered on time and to a high standard
  • Coordinate stakeholder engagement across services, ensuring effective collaboration and communication
  • Support testing, mobilisation, and implementation planning for new systems and ways of working
  • Lead on the development and assurance of housing allocation policies, procedures, and frameworks
  • Deliver consultation, communications, and training activity to support successful change implementation
  • Oversee large-scale data migration and validation, ensuring accuracy and integrity of housing application records
  • Ensure allocations processes remain compliant with legislation and aligned to the Council’s Allocation Scheme
  • Monitor performance and use data and insight to drive continuous improvement
  • Work closely with operational teams to balance project delivery with business-as-usual priorities
  • Lead, motivate and develop staff, embedding a high-performing and adaptable team culture

About you

We are looking for a confident and experienced manager who can lead complex projects and deliver change within a fast-paced and evolving environment.

You will bring:

  • Significant experience in housing allocations, lettings, or a related field
  • Strong experience of project delivery, programme coordination, or service transformation
  • A solid understanding of housing allocation frameworks, policy, and relevant legislation
  • Proven leadership and people management experience within a performance-driven environment
  • Excellent stakeholder management and influencing skills, with the ability to work across multiple services
  • Strong analytical skills, with the ability to interpret complex data and use insight to improve performance
  • Experience of managing risk, resolving issues, and coordinating complex dependencies
  • The ability to manage competing priorities and deliver outcomes in a challenging environment
  • Strong communication skills, with experience of delivering training, consultation, or engagement activity
  • A proactive, solutions-focused approach, with resilience and adaptability in the face of change
