The post holder will lead and be responsible for the delivery of resource planning for both in house and external contingent resource.

The post holder will provide leadership and professional management, combined with responsibility for resource planning across the Trust including the development and implementation of planning changes, providing expertise to support directorates in their work to redesign and modernise services.

They will support the delivery of measurable and observable improvements in planning resources both operational (staff and vehicles) and financial, analysing performance and variations to plans to inform the business planning and operational management of the organisation.

The post holder must be passionate, ambitious and have the desire to influence at the highest levels, both within the Trust and with partner organisations and the wider health economy, and must have a clear vision of how this post will contribute to the achievement of the Trust.

Essential: - Educated to Level 7, master's degree level or equivalent and demonstrable level of experience.; - Management qualification Level 7 or demonstrable experience.

Desirable: - Project Management qualification; - Resource Planning qualification

Essential: - Knowledge and previous experience of development of Resource Planning and Scheduling Services.; - Significant in-depth management experience leading a team in a responsive, fast-paced customer-focused, operational environment.; - Experience of planning and delivery across a variety of disciplines including operational, performance management and service planning.; - Practical experience and evidence of supporting and facilitating planning processes in health and/or social care, including experience of positively influencing senior managers.; - Can clearly demonstrate delivery of improvements, operational efficiencies and cost reduction programmes.; - Experience of developing/working with complex information systems to identify, clarify and monitor change impacts.; - Broad experience and evidence of working in partnership with NHS organisations at all levels to deliver change and modernisation.; - Financial and budgetary experience.

Desirable: - Previous NHS experience, including NHS targets and the key component parts of successful delivery of these, together with the challenges facing healthcare.; - Experience of performance management and facilitating/leading change in a complex organisation, including business planning and objective setting.; - Experience of Workforce Management software, and interfaces.

Essential: - Ability to prioritise tasks and to manage conflicting demands on time and resources to deliver objectives. Good commercial and financial awareness.; - Able to move easily between the detail and the big picture on issues in understanding and explaining the complexity of challenges and possible solutions.

Desirable: - Able to design and develop service models.; - Excellent interpersonal and communication skills, confident presenter with the ability to vary style according to audience (formal and informal, written and verbal), to establish credibility with colleagues and other stakeholders.; - Able to communicate the implications of complex data using strong influencing, negotiating and persuasive skills and the most appropriate format (this may be to potentially hostile/antagonistic audiences) in situations in order to achieve the organisation's strategic objectives.; - Ability to manage internal and external relationships with sensitivity and diplomacy.; - Proactive problem solver and decision maker able to evidence innovative and strategic thinking ability.; - Has strong analytic, numeric and critical reasoning skills and is capable of effective problem solving and the ability to make data-driven decisions.; - Ability to translate corporate and directorate objectives into effective and achievable operational plans, and capable of monitoring their success and outcomes.; - Excellent planning and organisation skills with ability to make sense of conflicting priorities and reach effective and speedy solutions.; - Knowledge and understanding of NHS policy framework for health and social care, knowledge of NHS strategies, service policy and practice.
