The People and Capability Team provide services in Recruitment, Onboarding, HR Policy, Employee Lifecycle Processing, Workforce Planning, Case Work, HR Business Partnering, Pay and Reward, Capability & Talent, Pensions and People Strategy just to name a few! This is a fantastic opportunity to develop HR operational experience, and it comes at an exciting time as we embark on a project to transform our services by making use of innovation and technology.
About the Job
Some of the key accountabilities of this role include:
- Take charge of the build and strategy for talent development programmes, including Inspire and Accelerate. These programmes are open to specific grades and under-represented groups.
- Lead on Treasury’s Apprenticeship Strategy, aligning it with our overarching approach to talent development
- Line manage the Capability & Talent Programme Managers (2). This enables smooth implementation and assessment of talent programmes and flagship offers. These include the Graduate Development Programme and Policy Basecamp.
- Lead on the design and continuous improvement of HMT’s Leadership and Management offer, including the Senior Civil Service (SCS) offer, and enable effective delivery through line management of our Leadership and Management Development Manager
- Partner with Groups to effectively plan for how they use their Learning and Development budget, working with them to develop key skills that are needed, and design/deliver team-building sessions
- Deliver on the Capability and Talent Strategy to build a future-ready, AI-enabled, agile Treasury, working closely with colleagues with expertise in data and AI
As a Capability & Talent Partner, you will support HMT’s strategic expertise and human resource goals. You will help deliver the Treasury Future Vision by working with Professions, Groups, external suppliers, and Civil Service Learning. Your role includes providing outstanding learning and development opportunities for HMT. This role will require you to lead on our internal talent programmes, apprenticeship strategy and Leadership & Management offer, as well as develop and facilitate learning events. The postholder partners with Groups, consulting on capability and development needs, to build and deliver effective solutions.
About You
We’re looking for someone who can guide Capability & Talent programmes from procurement and building through to delivery and evaluation. They must show strong facilitation, mentoring, and inventing skills to develop a development culture where everyone can thrive. They’ll collaborate with key internal partners to understand learning needs, influence senior stakeholders on the best solutions, and work with partners across Government to share best practice learning. They’ll be able to demonstrate an ability to oversee delivery of high-quality Capability & Talent programmes, maintaining relationships with external suppliers, holding them to account so that we are delivering innovative solutions that support a future-ready, agile, AI-enabled Treasury. They will also have proven experience in leading the development and delivery of organisation-wide learning and talent programmes. They apply adult learning principles to develop capability and achieve organisational outcomes. Expertise in facilitating engaging virtual and face-to face learning for large and diverse audiences. Proven ability to lead the development of learning events, e-learning, videos and podcasts through others, ensuring content aligns with strategic organisational priorities.
