Job description
Tees Valley is where five unique boroughs come together to make one remarkable region – one that harnesses its inventive spirit to get things done.
Tees Valley Combined Authority was established in 2016 with devolved powers and funding from central Government transport; infrastructure; education, employment and skills; inward investment and business growth; culture and tourism; and research, innovation and Net Zero.
TVCA is led by the Tees Valley Mayor and Cabinet, made up of the Leaders of our five constituent local authorities – Darlington, Hartlepool, Middlesbrough, Redcar & Cleveland and Stockton-on-Tees. Its work is supported by the Tees Valley Business Board, giving local businesses a voice in TVCA’s policy and decision-making.
The Combined Authority’s powers are backed by more than £1.7billion of funding for projects, schemes and programmes to make the region an incredible place to live, work, invest, visit and study. Some major projects led or backed by TVCA over the past decade include;
- The transformation and upgrades to Darlington, Middlesbrough, Hartlepool, Eaglescliffe and Billingham stations
- The establishment of the South Tees Development Corporation and subsequent creation of Teesworks, the UK’s largest industrial zone, home to major clean energy projects
- Bringing Teesside International Airport back into public control
- Establishing a £160million Investment Zone – the UK’s only to focus on digital and creative sectors
- Setting up the Hartlepool and Middlesbrough Development Corporations to transform the town centres
- The development of Northern School of Art’s new Middlesbrough campus and regeneration of its Hartlepool campus
- Driving education and skills at all levels, including our devolved funding over adult education
- Using our powers as the region’s Destination Marketing Organisation to bring big-ticket concerts, events and competitions to Tees Valley
- Numerous infrastructure and place-building projects including Stockton’s Waterfront Urban Park, Middlesbrough’s Boho Zone, Redcar’s Regent Cinema, Hartlepool’s Highlight centre and Darlington’s Central Park developments.

Working collaboratively with colleagues, partners and stakeholders, the postholder will plan and deliver integrated marketing campaigns, digital content, events and communications that connect Government priorities, devolved funding and regional investment programmes with the needs of Tees Valley businesses and residents. They will help translate complex funding and policy initiatives into clear, engaging marketing activity that drives awareness, participation and positive outcomes.
The successful candidate will predominantly deliver engaging Business-to-Business activity, but should also be proficient in engaging consumer audiences across multi-user campaigns.
The role will support the promotion of business growth, workforce development and skills programmes, while showcasing the Combined Authority's impact in creating jobs, boosting investment and driving economic growth across the region. The postholder will also contribute to raising the profile of Tees Valley locally and nationally, strengthening engagement with employers, partners and key audiences.
In addition, the role includes line management responsibility for a Marketing Officer, providing leadership, guidance and support to ensure the successful delivery of high-quality marketing activity.
The successful candidate will be an enthusiastic and proactive marketing professional with strong campaign delivery experience, excellent stakeholder management skills and a genuine passion for promoting Tees Valley's ambition, opportunities and achievements.
They will bring creativity, energy and a strategic mindset, helping to tell the story of Tees Valley as a place where businesses can thrive, people can develop their skills and careers, and investment can deliver lasting change.
Role requirements
The successful candidate will be an enthusiastic and proactive team player with a relevant marketing qualification and/or previous experience in a similar marketing, communications, campaign delivery or business engagement role. They will be passionate about Tees Valley and motivated by the opportunity to help promote the region’s ambition, investment and impact to local businesses, residents, partners and wider audiences.
The postholder should be confident supporting the delivery of targeted marketing campaigns, creating engaging content, coordinating activity across channels and helping to promote business support, skills programmes, funding and grant opportunities. They will support activity that showcases how the Tees Valley Combined Authority is driving real change across the region, using more than £1.7billion of funding and powers devolved from Government to create jobs, boost businesses and transform Tees Valley.
They will contribute to marketing and communications activity linked to a wide range of regional priorities, including transport investment such as the redevelopment of Darlington Station and upgrades at Eaglescliffe Station, business growth and inward investment, major clean energy ambitions at Teesworks, the development of digital and creative industries, tourism and events, the airport, innovation, skills and employment programmes, and transformative community projects such as Stockton’s Waterfront Urban Park.
