Manager, Finance and Planning Business Partnering

The Primary Care, Community Services, Vaccinations and Screening Finance and Planning Business Partnering team in the NHS England Finance and Planning Directorate is now recruiting for a Finance Manager.

This is a fantastic opportunity to be at the heart of work to support the NHS. We:

• work closely with government to agree NHS funding;
• ensure the NHS lives within its annual budget;
• decide how to distribute the funding to the different NHS services and parts of England;
• support innovative programmes that improve the care and experience of NHS patients or people using NHS services;
• set out the financial and performance priorities the NHS should be delivering each year;
• report how much the NHS has spent on providing services each year;
• explore how the NHS can make the best use of its money;
• look at how spend on building or equipment can improve the care and experience of people using NHS services.
• consider how nationally we use these resources to improve healthcare outcomes, reduce inequality, improve health and support the NHS.

As a Finance Manager, you will work as the bridge between the project and programme teams in NHS England's directorates and the specialist finance teams to produce high-quality financial reporting and advice that drives value for money and improves patient care. This role will specifically focus on supporting the Vaccination and Screening directorate.

The team offers high profile, fast-paced projects. This requires adaptability, rigor and innovation and provides exciting development opportunities for those developing their careers in the NHS, health or the public sector.

The main duties of the role will include:

• Developing and producing information to support accurate and timely monthly and annual financial performance reports for presentation at programme meetings and to feed into the Directorate's position for corporate reporting, with the information interpreted in a way that supports internal decision-making from finance and non-finance colleagues
• Producing robust and complete financial forecasting and identification of risks and opportunities for assigned budget areas
• Developing in-depth understanding of policy and operational plans and provide high quality business advice for the assigned budget areas within vaccination and screening services
• Provide financial analysis to support on value for money assessments and business case development
• Building strong relationships with colleagues to enable delivery of key responsibilities

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in our offices.

Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.

• Must hold a professional accountancy qualification at Masters level such as CCAB/CIMA and have extensive relevant post-qualifying experience

• Proven experience of the timely and accurate completion of specific financial objectives, examples of which include annual budgets, monthly forecasting and reporting, year-end close, audit, business cases or financial models
• Accurately preparing, analysing, and presenting data from a variety of sources using Excel and/or other reporting solutions
• Developing and managing strong working relationships with internal and external stakeholders
• Excellent communicator both verbally and in writing
• Demonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often changing timescales

• Understanding of financial performance management and value for money at a strategic level
• Understanding of budgeting, costing, and forecasting techniques
• Understanding of financial analysis, modelling and presentation techniques and its strategic impact
• Experience of setting up and implementing internal processes and procedures
• Understanding of financial information systems and with the ability to extract relevant information
