Job description
Your role
This is an exciting opportunity to shape how Greater Manchester understands and demonstrates the impact of its investment. As Strategic Investment Performance Manager, you will establish a new investment monitoring function, creating a single, trusted view of activity, performance and outcomes across our investment portfolio, including the £2bn Good Growth Fund.
There has never been a more exciting time to join Greater Manchester. As our devolution journey continues and our investment programmes grow in scale and ambition, robust evidence, insight and performance management are becoming increasingly important. This role will play a key part in helping us understand, demonstrate and maximise the impact of investment across Greater Manchester, supporting better decision-making and stronger outcomes for communities across all ten boroughs.
You will shape the function from the ground up, designing its operating model, monitoring framework, systems, governance and reporting arrangements. You will introduce clear and efficient data processes and produce meaningful insight for senior leaders, boards and committees. Your work will go beyond reporting numbers, helping to explain what our investment is achieving for Greater Manchester’s people, places and economy while identifying risks, opportunities and emerging trends.
Working across GMCA, local authorities, delivery partners and funding recipients, you will build shared approaches that improve data quality, consistency and accountability while making reporting simpler and more proportionate. This is a high-profile opportunity to create a lasting function that strengthens evidence-based decision-making and helps maximise the impact of public investment.
We are looking for an experienced programme, performance or monitoring professional who can turn ambition into a practical, trusted and sustainable function. You will bring significant experience of establishing or managing complex programmes or functions and of designing performance, monitoring or reporting frameworks within a complex environment.
You will be comfortable working with complex information and translating it into clear, meaningful insight for different audiences. Strong programme management, analytical, communication and relationship-building skills will be important, together with the ability to develop robust governance and assurance arrangements.
We welcome applicants from different sectors and backgrounds who can demonstrate relevant transferable experience. You do not need to meet every desirable criterion to apply.

Hybrid working
This role is part of GMCA’s hybrid working scheme. As part of our commitment to ‘Build Back Fairer’ in Greater Manchester following the Covid-19 pandemic, we have evolved our management methods by trusting and empowering staff to deliver their work in the best way that suits the business and their individual needs, and supports health and wellbeing. Our hybrid working policy sets out a flexible approach, combining attendance at our Manchester city centre office, allocated GM Local Authority office(s), or on site in the community, with remote working, typically from home (within a reasonable commutable distance from Greater Manchester); the location of work is primarily dictated by the needs of the business: ‘Do what is right for you and the business on that day’. If appointed to the role you will work with your manager to agree and regularly review the best working pattern for you, your team and your work.
